Neckertal Green Scheme bidding documents to be availed

KEETMANSHOOP, 06 SEP (NAMPA) – The bidding documents for the Neckertal Green Scheme in the ||Kharas region will be available from 13 September 2019, Agriculture Business Development Agency (AgriBusDev) Manager for Engineering, Ignatius Endyala, has revealed.

Endyala reveal this during the Keetmanshoop Municipality Business Seminar here on Thursday.

He said the Ministry of Agriculture, Water and Forestry (MAWF), together with AgriBusDev, is engaged in the development of the Neckertal green scheme, which will be done through Public Private Partnership on a Build, Operate and Transfer (BOT) basis.

BOT is an agreement between a private company and Government, which commits the private company to build and operate a facility for a period of time, before transferring ownership to the government.

“The lease operation period is normally 20 years but is subjected to the investment. A bidding process for the selection of a private entity as to whom the project may be awarded shall be carried out as per the Namibian Procurement Act,” he added.
He went on to explain that 1900-hectares of land is currently available, where the irrigation scheme will be developed to produce grapes, dates, lucerne, vegetables and maize.

“For the medium and small scale farmers the MAWF has to develop the land before it is given to these farmers but due to the financial situation with the government we will seek investors to also develop this land for us,” he added.
