Oshakati council rejects Kamwanka’s motion

OSHAKATI, 29 AUG (NAMPA) – The Oshakati Town Council on Wednesday rejected a motion by the chairperson of its management committee, Gabriel Kamwanka, to revoke the envisaged restructuring of two of the council’s departments.
The departments of Town Planning and Property as well as Finance and Assets are the two units the council has previously resolved to be divided into two.
Town Planning and Property is to split into two, namely Town Planning Department and Department of Property, while Finance and Assets is to be divided into Financial Administration, Assets and Creditors Department and Revenue and Debtors Department.
Orestus Shilunga was appointed Manager of Properties, while Manager of Town Planning (Town Planner) is yet to be appointed. Damian Hamunyela was appointed Manager of Revenue and Debtors and a manager of Financial Administration and Creditors is also still to be appointed.
The two vacant posts have been advertised.
Kamwanka told the council meeting on Wednesday that his motion came as a result of “many unclear issues noticed in the process of restructuring the said departments; appointments made unprocedurally and the town’s Chief Executive Officer (CEO), Werner Iita’s reluctance to positively respond to the motion”.
He pointed out that he forwarded his motion to the Office of the CEO last month, but that Iita failed to revert to Kamwanka since.
Oshakati Town Mayor and Chairperson of the Council, Angelus Iiyambo declared Kamwanka’s motion rejected for failing to acquire 75 per cent support from members of the council.
Council member, Linus Tobias from the Popular Democratic Movement supported Kamwanka’s motion while other signatories of the motion, Ndamononghenda Hamunyela and Loise Shivolo were absent.
