Nepando installed as Uukwanambwa Senior Councillor

OKAMBOGO, 16 APR (NAMPA) – Senior Councillor for the Ondonga Traditional Authority (OTA) Oniimwandi District, Naeman Amalwa on Saturday installed Ester gwaShamba Nepando as the new senior councillor for the Uukwanambwa District.
The installation took place in Nepando’s homestead at Okambogo village of Onyaanya Constituency in the Oshikoto Region.
Amalwa installed the 62-year-old Nepando on behalf of King Immanuel Kauluma Elifas of Ondonga in his presence.
Earlier this year, Elifas appointed Nepando to replace Wilbard Lidker, who was removed from the position on charges of misconduct now under investigation.
Lidker is facing a pending criminal case of alleged arson.
Acting Secretary of the OTA Council, Nepando Amupanda, retired City of Windhoek manager of corporate affairs, Joshua Amukugo and royal family members including Selma Sheyavali and Oscar Sheehama also attended the installation.
Nepando, a retired teacher and ex-freedom fighter, told those present she will serve the community within the Ondonga traditional norms and without tribalism, adding she will strive to foster unity in her community.
Her appointment resulted in deepened infighting amongst the OTA Council and led to the suspension of four senior councillors, namely John Walenga, Vilho Kamanya, Peter Kauluma (council chairperson) and Joseph Asino (council secretary).
Ordinary councillors such as Kashona Kamalulu, Tonata Ngulu, Joseph Akawa and Fillemon Nambili have also been suspended.
The eight leaders were suspended on Thursday for allegedly disagreeing with Nepando’s appointment and arguing it was done without following procedures.
They are also accused of attempting to drag King Elifas to court because of Nepando’s appointment. The suspended councillors on Saturday convened a public meeting at Oluno in Ondangwa, where they told those present that Nepando’s appointment was done outside procedures.
The meeting heard that Lidker was dismissed without going through a disciplinary hearing and that the court is yet to resolve his case.
Chief Regional Officer for the Oshana Regional Council, Martin Elago, directed Nepando’s installation together with Jerry Kambala, who led the group of Ondonga community that on Monday staged a demonstration at Oluno and Oniipa, demanding the suspension of the said leaders.
