NC to resume on Monday

WINDHOEK, 16 SEP (NAMPA) – The National Council (NC) is scheduled to resume next Monday to consider Bills which have been referred to it by the National Assembly.
The Bills are the Water Resources’ Management Bill, and the Public Accountants and Auditors’ Amendment Bill.
The Water Resources’ Management Bill seeks to repeal the current Water Resources’ Management Act of 2004 and the Water Act, while amending and repealing certain sections of the Local Authorities’ Act and the NamWater Corporation Act.
The motion was tabled in Parliament by Agriculture, Water and Forestry Minister John Mutorwa during June this year.
Mutorwa explained that the Act was being repealed because of technicalities inherent in it, which makes its implementation virtually impossible.
The new Water Resources’ Management Bill aims to provide for the management, protection, development, use and conservation of water resources to provide for the regulation and monitoring of water services.
The Bill will, amongst others, provide for the establishment of the Water Advisory Council, where a water policy will be formulated and reviewed, while establishing a Water Tribunal to hear and decide on matters referred to it.
Meanwhile, the Public Accountants and Auditors’ Amendment Bill seeks to extend the period of tenure of office of members of the Public Accountants and Auditors' Board, and provide for incidental matters.
