Pohamba launches amended Swapo-Party Constitution

OMUGULUGWOMBASHE, 27 AUG (NAMPA) – President Hifikepunye Pohamba said women were important players throughout the then struggle for Namibia’s freedom and independence.
Pohamba said this whilst officially launching the amended Swapo-Party Constitution at the Omugulugwombashe Heritage Site in the Omusati Region on Monday.
He singled out Kakurukaze Mungunda, Putuse Appolos and Gertrude Kandanga-Hilukilua as some of the women who played roles in the country’s liberation struggle.
“It is for this reason that our party cannot turn a blind eye to the issue of gender equality. We can no longer turn a blind eye to the issue of 50/50 gender representation in our party,” Pohamba told members of the party’s politburo, central committee, regional coordinators and other cadres.
According to the Head of State, the constitution of any progressive party or organisation is a living document which is subjected to amendment to suit new developments.
“Against this background the Swapo-Party Constitution is no exception,” he said.
He pointed out that the Swapo-Party’s congresses held in 2002, 2007, 2012, and the 2012 policy conference and the extraordinary congress held last year have reaffirmed 50/50 gender representation.
The 50/50 gender representation amendment has to be reflected in all the party’s structures as from Sunday midnight.
Pohamba, who doubles as president of the Swapo-Party, stated that the amended constitution is a product of consultations within all the structures, starting from the regions, wings, politburo and central committee.
The amendment of the constitution, he said, aims to strengthen the party’s machinery.
He demanded coordination between party structures and the office of the party’s secretary-general to ensure successful implementation of the amended constitution and effective administrative work.
Apart from the 50/50 gender representation amendment, a disciplinary committee, the party’s anthem, and the structure of national leaders assigned to the regions have also become part of the constitution.
He singled out Presidential Affairs Minister and Secretary of Legal Affairs of the party, Dr Albert Kawana, as the one who played a leading role in drafting the amended constitution.
Pohamba handed over copies of the amended Swapo-Party Constitution to Founding President Dr Sam Nujoma, the visiting Senegalese President Macky Sall, First Lady Penehupifo Pohamba and all 13 regional coordinators of the party shortly after the official launch.
