Nuulumbu to replace MP Kafula in Windhoek City Council

WINDHOEK, 26 MAR (NAMPA) – Swapo Party member, Hileni Nuulumbu, will replace former Mayor and Councillor of the City of Windhoek, Agnes Kafula, in the capital city’s municipal Council.
Nuulumbu is number 12 on the Swapo Party’s list of councillors that was drawn up in 2010.
In an interview with Nampa on Wednesday, Windhoek Mayor Musee Kazapua said consultations are at the advanced stage between the Windhoek City Council and Swapo Party Leadership to provide a suitable candidate for this position.
The position became vacant when Kafula was elected and positioned at number four of the Swapo Party's list of candidates for the National Assembly during the party's Electoral College on 30 August 2014.
“We have written a letter to the Swapo Party and they have responded to delegate the next candidate in the Windhoek City Council,” said Kazapua.
Kazapua said the issue is now with the CoW legal representatives before the replacement process is finalised.
According to the Local Authorities Amendment Act of 2002, “members of a local authority council shall be elected on party lists at a general election to be held in accordance with the provisions of section 8 or at any election in respect of a new local authority established at any time after any general election.”
The Act further states, “A casual vacancy that occurs within three months of the date on which the period of office of the member who has vacated his or her office expires, shall not be filled until the next general election for
members of local authority councils.”
During Kafula's last monthly Council meeting in February, the Mayor urged Kafula to address issues relating to the Local Authority reforms in the National Assembly.
“We have no doubt that she will continue to support municipal governance in her would-be capacity, especially the Promulgation of the Local Authority Reforms of 2007, to which’s drafting she contributed dearly,” Kazapua stressed.
He applauded Kafula for the great contribution she made in serving the council in different capacities and the local government in general as President of Association of Local Authorities in Namibia (ALAN).
There are 15 councillors in Windhoek City Council of which Swapo Party members occupy 11, Rally for Democracy and Progress (RDP) three and National Unity Democratic Organisation (NUDO) one.
