Otjiwarongo CEO apparently grooming colleague for senior post

OTJIWARONGO, 28 FEB (NAMPA) – The Otjiwarongo Municipality’s Chief Executive Officer (CEO), Ismael /Howoseb has denied speculation of him allegedly grooming a manager serving under him for a senior position at the municipality since his appointment as CEO on 01 January 2015.
/Howoseb told Nampa in interview on Thursday that he is just doing what the council expects him to do.
He is apparently preparing Marlay Sharlay Mbakera, the current Manager for Human Resources, Administration and Corporate Affairs to become a full strategic executive for the department.
/Howoseb served as the municipality's strategic executive for human Resources, administration and corporate affairs, before taking up his new posting as CEO on 01 January 2015.
On the 18 February 2015 the Otjiwarongo Town Council’s Management Committee approved /Howoseb’s recommendation to have Mbakera fill the position. on an acting capacity.
Contacted for comment on Thursday, /Howoseb downplayed the accusation of grooming Mbakera, adding he only recommended her to act on the position.
“There is nothing like grooming her. She is the Manager of Human Resources, Administration and corporate affairs in this department, and for her to act on the position it does not mean she is already appointed,” /Howoseb said.
On her part, Mbakera said she is receiving an allowance of no less than N.dollars 5 000 a month in addition to her monthly salary for acting on the strategic executive position.
“The position will be advertised externally in order to invite all suitable candidates across the country. For me to act on the position is normal, there is nothing like I am being groomed for it,” she said.
Mbakera said she will also apply for the position once it is advertised in March this year as there is nothing preventing her from doing so.
/Howoseb was appointed on the top post of CEO after his close competitor Agatha Mweti, who allegedly won the interviews, pulled out of the race on 26 March 2014 citing controversies that allegedly surrounded the final appointment.
/Howoseb and Mweti sat for interviews for the job of CEO at the Otjiwarongo municipality on 21 October 2013.
The council only announced his appointment to the position in October last year - barely seven-months after Mweti had already withdrawn her candidacy.
/Howoseb took office on 01 January 2015 from Manfred /Uxamb who retired due to ill health.
It is now alleged that /Howoseb wants Mbakera to also be promoted to the senior vacant position he left vacant.
Mbakera was recommended to act on the position of Strategic Executive for Human Resources, Administration and Corporate Affairs on 01 January 2015 by /Howoseb as soon as he assumed duties on his new post.
She holds a Diploma in Management from the Southern Business School (SBS),obtained in 2007.
Mbakera also has a Bachelor’s Degree in Business Administration majoring in Management and Human Resources obtained in September 2013 from the same school.
She joined the municipality in 1991 as a cashier.
