Namwandi to introduce Bill to amend NSFAF Act

WINDHOEK, 04 JUL (NAMPA) - Education Minister Dr David Namwandi will next Tuesday introduce a Bill in Parliament aimed at amending the Namibia Students Financial Assistance Fund (NSFAF) Act of 2000.
He gave notice about this in Parliament on Tuesday, saying the Bill will amend certain definitions and insert new definitions.
Amendments to the NSFAF Act of 2000 will also include making further provisions relating to the approval of institutions of higher education, the Education Minister said.
These include provisions relating to the term of office of the chairperson of the NSFAF Board, and provisions for the appointment of new board members.
The current NSFAF board chairperson is Ambrosius Agapitus.
Namwandi said provisions relating to the powers, duties and functions of the board, the establishment of the Secretariat of the fund as well as provision for the appointment of the chief executive officer (CEO) will likewise be amended.
Further possible amendments to this Bill include provisions relating to the recovery of loans, and further provisions relating to the making of regulations by the minister.
The New Era newspaper in February this year reported that the Ministry of Education would introduce a new funding framework for tertiary institutions, which it hopes would quell the usual complaints of unequal government funding as well as delays in payments to students at tertiary institutions.
The new funding structure, which was already approved by Cabinet last year, will be fair across all higher institutions funded by the government.
