Cabinet approves GRB for Namibia

WINDHOEK, 16 JUN (NAMPA) - Cabinet has directed the Ministry of Gender Equality and Child Welfare to develop gender-responsive budgeting (GRB) guidelines for mainstreaming and monitoring.
Cabinet gave this directive during its second ordinary meeting on 11 March 2014.
According to a statement issued by the Ministry of Information and Communication Technology recently, Cabinet directed government’s Offices, Ministries and Agencies (OMAs) to ensure that gender mainstreaming is built into all the planning, implementation, monitoring and evaluation of their annual budget.
“It further directed that the Ministry of Gender Equality and Child Welfare should submit the guidelines to the Ministry of Finance to form part of the budget circular documents,” the statement read.
The GRB will help the country to identify activities and resources across OMAs within the limited resources and specific mandates to address the number of gender-based violence (GBV) incidences.
It will also help government to identify gender inequalities, and to accurately design specific interventions in policy, plans and budgets to address critical gaps and imbalances.
The statement further noted that GRB will contribute to the better utilisation of the country's human and financial resources, adding that it will also help in matching policies, programmes and associated budgets with the critical needs of women and men, girls and boys.
“This will improve the living conditions of the population in general,” it continued.
Namibia's commitment to gender equality is supported by the Namibian constitution, various laws and policies such as the National Gender Policy (2010-2020) as well as international legal instruments.
