The minister stressed that only when people could stand independently that they could take charge of their own future, and that was what empowerment did to the community, enabling them to build a future that was free from poverty.

"We will need all our creative talents to succeed and not be frightened of trying new ways. We need to empower recipient communities to create collaborative long-term solutions.

"There is also a need for greater streamlining of the delivery processes to ensure that everyone receives the support and assistance when they need it," he said.
